static home page without comments or reply

  Can I create a static home page that explains the purpose of the blog but does not have a reply/comment option?

  You can create a static front page following this guide: http://en.support.wordpress.com/pages/front-page/

  Then, disable comments on the specific page following this guide: http://en.support.wordpress.com/enable-disable-comments/
