Hi there, no need to pay. Every site comes with static pages.
Here’s how you can add one and set it up as your site’s homepage: https://en.support.wordpress.com/pages/front-page/
You may also want to read through the Sela Theme Showcase which gives all kinds of information on setting up that theme: https://wordpress.com/themes/sela/
Sela comes with a special front page template, but you don’t have to use that if you don’t want to.
Let us know if you need more help with that.

You’re in the right place. When you click on “customize” you just need to scroll down on the left to the bottom.

@justjennifar. first, thank you for helping me with this
the first link that you sent me: i did all that went to customize etc. but when i clicked on it all it had for the options were: custom design, site identity, colors and backgrounds, fonts, header image, menus, content options, widgets and testimonials. no static page! is that normal? at first i thought you had to get the premium or something… -

@yogatea – Hello again. Start by reading the two documents I linked to. Small bites, so let’s take it back a few steps.
First you need to create the Page that will become your static front page. That means Adding a New Page, giving it the content and images that you want displayed on it. https://en.support.wordpress.com/pages/
Like I said above, the Sela theme has some special page templates. What you see on the demo site is the front page template, but you can use the full width or default page template.
Once you’ve saved your new Page, you should create another new Page where your blog entries will appear. You shouldn’t add anything in this Page; Just give it a name (blog, news, updates, recipes, etc.) and publish it.
Now, you can open the Customizer https://en.support.wordpress.com/customizer/ , select the Static Front Page from the column on the left and select your static front page as the Front page and set your blog page as the Posts page. Save your changes and you should be rocking a new front page and blog page.
The reason you probably don’t see Static Front page in the Customizer is because you need to publish some pages first. :)
