Static pages with additions

Bear with me as I am a rank newbie. I’ve created a web site (blog) which contains several pages. It includes pages like “who our group is”, “meetings”, “Radio program”. The idea for each of these pages is the top of each page will have some static information, such as, We meet 2nd and 4th Tuesday, place, etc. After this I will edit the page regularly deleted the current meeting topic, speaker, etc and replace it with the information for the next meeting. Down below this will be a clickable link to a PDF with minutes of the previous meeting.
OK, except for a few minor appearance details, I think I got this nailed down. However, my main blog page might be a problem. Like all pages, there is a banner which will remain the same all the time. Rather than have a constantly current “blog” where I add some stuff and the older stuff moves down, I want portions of the main page to be static. For instance I put a youtube video on the main page. I want some text above this which, like other pages will be deleted and new text to replace it.
This blog will not be open to the public for comment nor do i expect to be regularly adding new comments. Rather, I want it the text, pictures or video to be updated every week or so with new. Instead of a stream of comments (blogs), only one or two people will make changes.
