You are describing at sticky post. See the section on sticky posts here https://en.support.wordpress.com/post-visibility/
View the post you want to make your sticky post. On the left of the screen beneath your site name, it will save “saved x seconds ago” click that link and you will see the option turn on the sticky post feature.
