Static vs. scrolling background

  Funny thing here.

  On this blog the background image is static when i scroll my text:

  https://epages.wordpress.com/

  But on this blog, almost the same layout, the background image moves along with the scrolling.

  I prefer the static background of the first blog.

  Is there anything I can can do to ensure that the background image is static when I scroll text?

  I also have a third blog where the background image stays static when I scroll. The way I like it.
