Stating comments policy on my blog

  I’d like to add a comments policy to my blog so that people know what will be approved for posting, and what won’t be. Is there a way to add this text just above the “Leave a Reply” form on my blog? If so, how?

  Not really without access to the underlying theme files, which we do not have here at wordpress.com. Your best bet is to put it on a page named terms and conditions or something like that.
