sticky pages on post categories

Is there a way of making a page sticky i.e. stay at the top of a post category so when I subsequently post blogs on that category the PAGE stays at the top.
I don’t want the page to be a post because I don’t want it going out to my subscribers or appear on the reader
The blog I need help with is: (visible only to logged in users)

You must take a look in the documentation at wordpress.org to find a solution. Over here this could be done by using the Query Block which is also available on wordpress.org

Thanks Frank, you’ve now raised a lot more questions me! I pay WordPress and have a .com site address so I always assumed I was on WordPress.com. Looks like I’ve got some reading to do

@sumithranayak24 the problem is not about sticky posts but TS wonders how to make pages with a fixed content followed by a category of posts.
