sticky post?

How can I make a post REALLY sticky? I am aware of the instructions at http://en.support.wordpress.com/posts/post-visibility/#sticky-posts
and have followed them carefully, creating a post which has been published, and which shows up marked “sticky” when I look at the list of All Posts in my Dashboard.
Nonetheless, it is NOT sticky in the sense I expected: it does NOT stay put above all other posts in its category, but gets pushed down with all the rest in reverse chronological order, so that it lives at the bottom of the heap instead of staying on top.
What am I missing???

The sticky posts designation sticks a post to the top of the main page for posts only. You cannot use it to stick a post to the top of a dynamic category page.

I’d like it to be “sticky” in the sense of staying at the top of the category Orts. -
As I said above there is no means of making a sticky post remain at the top of any dynamic category page. The sticky post designation means the post appears at the top of the main page for posts in the blog only.

Aside from the main page for posts in your blog, which by default is the front page, the only pages in your blog that automatically update when you publish a post are the (dynamic – automatically updating) Categories, Tags and Archives pages.
