Sticky posts not working?

Hello
More than once I have discovered that sticky posts no longer seem to work. I have tried two different themes and today I again found that a ‘sticky post’ did not stick but started to move down the timeline as I uploaded additional posts.
I hope this is not another downgrade. I am a huge fan of wordpress.com but I have found that their recent ‘improvements’ to e.g. the new dashboard and new stats are actually a step back.

I don’t think we’ve made any changes to sticky posts recently. And definitely not a change that is meant to cause that. Can you give me a link to the post that’s meant to be sticky, but isn’t working?

I have since been told that sticky posts only work on the main blog home page. When you use categories on your blog, then the sticky posts for a given category do not work. Is that correct?

When displayed on the main page for posts (usually the front page unless a static front page has been set) the sticky posts appear at the top of all others on that page. That is not the case on the dynamic category pages and there is no way to make it so.
