    Using a Basic plan (free!) without upgrading for a while, can I advertise on it, and accept payments for advertising. Eg. a website is of a city with photographs, links, useful hints of where to buy a house etc. If I get an interested real estate agent to advertise their agency on my website, am I able to advertise it and get payment from them?

    No. You cannot do that. There is no blogger initiated advertising allowed and that includes paid or sponsored content and ad banners.

    There is a single advertising program called WordAds, which you can read more about here: http://wordads.co/ But as I said above advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:

    If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you hire a web host http://wordpress.org/hosting and setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.
