We do not have FTP access to free hosted WordPress.com blogs and we not able to upload third party themes.

http://en.support.wordpress.com/themes/adding-new-themes/The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/ We cannot access and edit any templates underlying our themes. Only Staff can edit as every blog wearing the same theme is using the same template.
Unless you are prepared to pay for a VIP account, http://vip.wordpress.com/our-services/ there is no upgrade you can purchase that changes this at WordPress.COM.
Free hosted WordPress.com blogs cannot be equipped for ecommerce with shopping carts, etc. You need to hire a web host and set up a WordPress.ORG install. Aside from free .COM accounts, if upgraded to some variation of premium or business, can eCommerce or shopping carts be implemented in any way whether it is through widgets or templates? I am looking for a solution to be able to have a store on my website with even basic cart functionality that stays on the .COM side of WordPress.

You can do ecommerce if you buy paid hosting somewhere, install software from WordPress.ORG, and blog there.
