Strange Code on Referrer Section of My Dashboard

  What does this mean?

  10.14.6.82:15871/cgi-bin/blockOptions…

  It shows many times as different line items – I click on it and I get an error code that says that it took too long to find the server. Is someone trying to block my blog?
