Stretching/shrinking header dimensions

  Hi. I currently am using a custom header which has my blog title. However, whenever the size of the window is adjusted (or when the site is accessed on a mobile device), the side of the header gets cut off, which cuts off the words. How can I make the header stretch/shrink while maintaining the entire header?
