  No, that’s not possible. You need to purchase the Business Plan in order to upload third-party or custom themes to your website. Please see the following support document for more information: https://en.support.wordpress.com/themes/

  However, if you use the self-hosted version of WordPress, you’ll have the ability to Install third-party themes. The software for the self-hosted version is available for free at WordPress.org.
