Subdivide categories

I have too many categories, in my Category widget, most of them subdivided into “parents” and “children” (Birds-> Raptors->American Kestrel, Bald Eagle, Cooper’s Hawk etc.)
They appear in a Category widget called “Search by LOCATION or SPECIAL BIRD”. I would like to split that list into (at least) two groups, e.g. “Locations” and “Birds”, with each Category containing only the relevant categories in each.
When I try putting TWO Category widgets in my sidebar, they are identical lists. So if I “disable” the unconnected Categories in one Category widget by “Show if… “, both Category widgets are affected.
e.g. if I “hide” all the birds in the Category widget named “Locations”, the Category widget named “Birds” has locations, but no birds!
I have (experimentally) converted the “children” of subcategory “Owls” into TAGS, but can only see “Tag Cloud” widget available – I was hoping I could have several TAG widgets with dropdown menus, like Owls (->Barn Owl, Barred Owl, Great Horned Owl etc.), Raptors (->American Kestrel, Bald Eagle, Cooper’s Hawk etc.), Rare Birds etc. One “tagged” owl name won’t help me find previous posts with OTHER owl names.

I found “Sub Categories Widget” plugin on WordPress.org, but Installation instructions say “1. Upload ‘sub-category-widget’ directory to your ‘/wp-content/plugins/’ directory.” which I assume is not available to WordPress.com
