Subdomain site, different theme?

    I want to create a site and a subdomain site where both sites are on WordPress.com yet have different themes. Is this possible? And if I want to be able to use custom CSS, I need to pay the $99 Premium yearly fee and a $13 yearly subdomain mapping fee, correct? Does the $99 Premium fee allow me to use custom CSS on both the primary site and the subdomain site?
