The site linked to your name is blank, (begun almost a year ago in Oct. 2010) so is this the blog you are asking about?
Please go through this tutorial to get started:
http://learn.wordpress.com/If you are asking about a different site, then please post a link starting with http://
In general visitors to your site can make comments on your posts like so:

I still don’t understand.. like it doesnt let me have an option where people who go on my blog can post and not just comment on what I wrote.
Please go see my blog so you’ll understand what I’m asking.. I hope its possible -
WordPress.com is blogging software. What you are looking for is a forum. I don’t have any experience with hosting a forum, but perhaps another volunteer can make a recommendation…

The closest you could get to what you are wanting here at wordpress.COM, is to use the P2 theme, which is a theme designed for collaborative purposes. You can set it up so that any wordpress.COM account holder can post, but the general public would not be able to. They would have to have a wordpress.com account, and they would have to be logged into wordpress.com in order to post.
As a general rule, depending on the subject matter that is discussed on the site, these types of sites can quickly deteriorate into digital fist fights with 4-letter words and insults flying in every direction. I know of at least two people that had to shut their sites down after a short time because they descended into the darkness.
Just know that this descent into darkness is always a possibility.

@tsp:
Hmm. The only P2 blogs I’ve been in have been private, so I’d never thought about what a public P2 theme would be like. Are you saying that one couldn’t have a public P2 blog where random folk could just go ahead and post?
I’d never thought about a P2 blog open to the public, but why not?(except for the puck effect—think Shakespeare and how Puck messed us the people in A Mid-Summer’s etc)

It can be set up, just like any blog here, where anyone can comment, but to post one would have to have a wordpress.com account and be signed in. General public (no account or account but not signed in) cannot post.
