Actually that’s a yes. :)
The setup that exists here is running on a program called WordPress MultiUser. It’s different than the normal version of WordPress that you can get from here. You can find a writeup ahout the differences here.
If you were to have a WordPress blog hosted elsewhere, then you can make the changes to the themes that you want. As per the FAQ, if you were to change teh theme, you would change it for everybody who uses that theme as they are shared across the servers.

That was my conclusion.
I was reading the WordPress documentation – and under the administrations-section, this was mentioned: “The Theme Editor SubPanel is used to edit the source code of the various files associated with your Themes…”.
That was my problem, since I didn´t have such a subpanel.
I don’t see the difference explained between the “online” and the hosted solution in the documentation.

That’s because you’re reading the WordPress documentation and we’re not running WordPress here. We’re running WordPressMU here. :)
Please read the FAQ link that I gave you. Since you are reading what I am guessing is the codex, I would suggest hitting this page as it covers what pages out of the Codex apply.

MU is more to allow people just to blog and not worry about the backend. If you want to muck with CSS and themes and plugins, then you should go with the regular WP and get hosting somewhere. :)
