I am starting a newsletter on Mailchimp and need a website to house the people that subscribe to it. Can I do that with the basic WordPress and if so can you send me a video tutorial to do that.

Subscribing to a newsletter, and subscribing to a WordPress.com site, are two completely separate things. In other words, people who subscribe to your newsletter won’t automatically be subscribed to your site as well, and vice versa.
Can you perhaps provide some more details on what exactly it is you’d like to do?
The way most people go about this is to start with a site, and then they send out a newsletter in support of the site. People then have a choice to either subscribe on the site directly, in which case new posts on the site automatically get sent to them via email, or they can subscribe to your newsletter where you manually control what content on your site gets sent out, and where you can include additional content that’s not on your site. Of course, if someone wanted to they could subscribe to both your site and your newsletter.
There is no way to disable WordPress.com subscriptions on your site to “force” people to sign up to your newsletter instead.
