This is my first blog. I can’t find a subscribe or follow button. Is it common to not offer that? If so, how do you grow a user base or followers?

Hi there – you can add a Follow Blog widget to any widget area:

Or you can add a blog subscription shortcode to any page or post:
https://en.support.wordpress.com/blog-subscription-shortcode/
As well, any logged-in WordPress.com user can follow you from the “action bar” they’ll see at the bottom right.

Thank you for all that kathrynwp. One more question if you don’t mind. What’s your thoughts on a join as a member page. My site is geared as an advocacy site where numbers will help the cause. Will I need a plugin for something like that?

It depends a bit what you’d like members to be able to do. What did you have in mind?
You could use a contact form to collect membership information.

Something like this access 4 bikes join . Eventually I will need to push for some kind of legislation in my local area and I need human numbers to back me up. A basic member list is all I am looking for. Thank you for the links I will check those out

I think a contact form would be enough to replicate what’s being done on that page. Be sure to let people know there you may send them emails in the future, as you’ll need explicit permission from people to abide by anti-spam rules.
Another option is starting a MailChimp mailing list:
If you didn’t want to use the popup widget, you could just link to the standalone MailChimp form that they provide.
