Chrome by default does not have a native RSS subscription plugin like Firefox does. In order to subscribe via RSS, Chrome users have to install the RSS Subscription Extension to their browser.
As far as IE9, sorry I can’t help you there as I do not have it installed on my XP machine.

I just looked at your feed because I have IE9 and mine works. It went to a page that had rss at the end (http://lodi360.com/feed/rss/) but you need to take that rss off for it to work.

On that theme, ( http://theme.wordpress.com/themes/themorningafter/ ) it’s hard coded into the theme. You can either choose to display it or not, but you can’t change the feed address.
