Subscribers to my blog are not getting subscribed

I wonder if anyone has had this problem and can help.
People tell me that they subscribe to my blog, and then click on the confirmation email which they receive, but I don’t have any record of them subscribing on my Site Stats, or by email, and neither do they receive an email every time there’s a new post.
I had already noticed that on the Site Stats, the number at the top saying that I have 69 subscribers does not tally with the itemised list of the suscribers’ names below, which is only 56 in number.
So something’s going awry here … please can anyone help?

Hi. Maybe the 13 subscribers in questions (69 – 56) are WordPress.com users? In that case, they are listed separately from your email-only subscribers.
Also, ask those subscribers to verify how often they are set to receive notifications (Instantly, Daily, Weekly, or… never). More info here:

If you have the same problem, then it will be the same answer that I gave to ishtargate.
You can also wait for another volunteer and hope that they give you a different answer, or you can write to WordPress.com staff directly (which is the next step when we forum volunteers cannot assist further)

Hi airodyssey: I had already done everything you suggested, and I was already aware of the two separate lists on Word press users and non-Word Press members.
I can’t ask failed subscribers to check whether the subscriptions are set to Never because I don’t know who they all are. I don’t have their email addresses because I wasn’t notified in the first place that they had subscribed. I only know of a couple of them because they are friends who live near me that happened to mention it to me. But most of my 72 subscribers are not people I know. So I made the leap that if this is happening to two people I know, then it must be happening to many more that I don’t know.
I have heard from the WordPress support people who told me that subscriptions are default set to Never, and it is up to the subscriber to change it. This seems daft to me, as the only reason people are subscribing in the first place is in order to receive an email every time I post. There is no other reason for subscribing. So why are the setting set, by default, to Never? In fact, I wonder, why does that option even exist?
The message that goes out in the Thank You for Subscribing Email is also misleading. It says: Stop sending me these messages!
<b> If you did not request this action please disregard this message. You can block further messages by clicking on ‘Manage Subscriptions’ and changing your settings.</b>
This does not imply at all that the settings are by default at Never, and so the receiver will assume that they don’t have to change their settings to be emailed whenever I post.
Anyway, as I said, I did hear from WordPress support on Thursday and instantly replied to their questions, but I haven’t heard back anything since.
So this question is still unresolved.
