  Is the charge for the subscriptions monthly or yearly, for example, the standard subscription, will I be charged $4 a month( totaling $48) for the year, or a one time fee of $48.

  Currently all WordPress paid plans are billed annually or biannually. There are no monthly subscriptions. So in your case you will be paying a fixed one-time fee.
