A basic blog is free and you will not have to pay anything, unless you want to add extra features. Here’s a page that explains what features are available if you upgrade: https://wordpress.com/pricing/
Regarding advertising, you can read about the advertising options at https://en.support.wordpress.com/monetize-your-site/. Some of those options require you to upgrade your account, and some of them do not.
