Subscription and emails…

    Is there a way to request users enter their emails in order to receive subscriptions and build up a database so that the emails can be collected and later have a mechanism to send an email to specific users or groups? Also, once the database is built, is there a way to sort it? For example, to announce events in a certain region, to email only users in that area? Lastly, is there a way for users to sign up for different groups (i.e. to receive updates from a particular author/contributor)?
