do you have to host with wordpress in order to build a wordpress site?

to rephrase my poorly asked question. Can you pay a once off fee and build wordpress site with a template and then host locally RSA or do I have to host with wordpress?

“WordPress” can refer to different things.
Right now you’re posting in the support forums for the hosting provider, WordPress.com. We’re a managed host, where you can sign up for a free account and start creating a site, without having to worry about any of the behind-the-scenes stuff like software updates, server setup and maintenance, etc. Our service is entirely online, so you can’t use a local installation to develop a site for hosting on our servers. We provide hosting for free, but some features and services require a paid upgrade.
If you want to work locally, you’ll instead want the open source WordPress software. That software is developed by the community on WordPress.org, where you can also download the software and find instructions for installing it locally on your computer:

Using that software is completely free, but once you’re ready to take your site online you’ll need to upload it to a web server; either one you run yourself, or else one you “rent” from a hosting provider. In the latter case, you’ll pay that hosting provider directly.
