I want to buy the premium plan, but the $99 is way too much for me to afford by this time. Isn’t there a way I can be paying monthly?

We do not offer any monthly payment options for WordPress.com plans, no. Unless you specifically need a feature that’s only included in Premium, you might want to consider the Personal Plan instead:

The only feature i want from the premium hosting is for me to be able to upload my own theme, and to add new plugin thats just all, and it isnt included in the personal plan.

The ability to upload themes and plugins are not included in any plan. Those two things are not possible on WordPress.com at all.
If you want to use custom themes and plugins you need the self-hosted version of WordPress instead, called WordPress.org instead. See these links for more information:
