Super simple formatting question

  All I want is the ability to decide how many enters apart two parts of my text are.
  I used to be able to very uncomfortably jury-rig this by inserting
  tags in HTML mode, but even that isn’t working anymore.
  Is there any reason at all for not allowing people to use as many enters after each other as they want? And how do I circumvent this?

  Any help would be appreciated.
  Any official word on why this weird system is in place would be even more appreciated.

  P.s. my blog is free so I don’t have access to any of the fancy software that always pops up on Google whenever I try to circumvent a wordpress problem.
