Super User is MIA!

  We are a local government agency who contracted someone to develop a WordPress site. When wanting to make some basic updates to the site, we discovered that we do not have administrative rights. We have tried to contact the person who was contracted to build the site but he has disappeared. Is there any way that we can become a super user? How do we gain ownership of this site?

  The site is mplakedistrict.com. We had to create a WordPress account to access the support system.
