We don’t provide phone support on WordPress.com. For free accounts like yours we are happy to answer any questions you have here in the forums, and a paid plan will give you access to email and live chat support.
To create a new site, go to https://wordpress.com/start/site/ and follow the steps on the screen.
To transfer in an existing domain you already own, you’ll need to be on one of our paid plans. The domain transfer is included for free with the plan, and will also renew your domain for an additional year on top of its current expiry date.
