Hi there. I’m not entirely sure what you mean. Do you mean if you buy a custom domain?
Whether you have a free WordPress.com URL or a custom domain, you own all content on your blog. However, in both cases your blog is hosted by WordPress.com, which means you are bound by the WordPress.com Terms of Service which most notably include a ban on advertising and restrictions on the types of content we can post (mostly intended to keep the platform spam and porn free). Breaking those rules can lead to your blog and/or account being suspended.
Additionally, WordPress.com has restrictions on using certain types of code including JavaScript and Flash, and you can’t use custom themes, plugins or edit the base code of your site.
If any of that is a problem you’ll have to buy your own domain and hosting and set up your website from scratch using the WordPress.org software. WordPress.com and WordPress.org are completely separate and different: http://en.support.wordpress.com/com-vs-org/
