support of jquery and or jcarousel

  My commecerial website uses wordpress.com and on my laptop I recently installed a local wordpress.org with some plugins so I’m entirely aware of the difference.
  I take it for granted I’m able to install and configure jquery on my local environment but is there a wordpress.com theme or plugin supporting ‘out of the box’ jquery and or jcarousel? The same question counts for internationalization, is it feasible to support internationalization (website in different languages) from wordpress.com?
