Switch to wordpress.org or just register my domain?

I’m learning a lot about web development and I want to be able to do things like edit the CSS for my wordpress. I could export my data, set up an account through wordpress.org, import the data, and go from there. But is there any difference between that and just using the paid upgrade to register rulerstothesky.com?

On WordPress.com you can edit CSS with the WordPress.com Premium upgrade as it includes the Custom Design theme.
