  Can I switch the domain name at a later date… but get started on the new page now?

  I don’t have a site with WordPress.com yet

  Yes. Build a free WordPress.com site. The address you choose won’t be too critical if your intention is to connect/transfer an existing domain to that site in due course (which you can do be upgrading the free site to a Pro plan).
