I want to switch from Squarespace to WP. How can I develop my new site on WP while retaining domain name currently being hosted by SS with existing website being shutdown in the process?

To understand your question, let me try to iterate:
1. Your current domain name and website is being hosted by SS.
2. You want to transfer your domain name to a WP site after the website is shut down.Here’s is a guide on preparing your domain name to be transfer to WordPress.com:

https://en.support.wordpress.com/domains/In order to have your own domain name registered to a WP site, you would need a paid plan.
My suggestion is to develop and design your current free site (https://catalystmincom.wordpress.com/). Once you’re ready, you can pay for a plan upgrade and link your domain name registered on SS.
I would suggest also contact with SS’s support for a smooth transfer.

If you want to transfer your content from SS site over to WP, please follow this process:
First you will need to export your content from Squarespace. They have some documentation about the process here:

Once you have an .xml file of your content it can be imported into your WordPress.com site, using the ‘WordPress’ importer:

FYI, my current site is hosted by SS; my domain name is with another company.
I’m considering building a free WP site for which I’ve registered a new domain name (not the one I actually want to use as I didn’t want to redirect it at this point until the new site was ready). As you state, I could presumably then upgrade and then link my existing domain name to the newly developed WP site. However, I’m not sure the free WP site will give me the capability required without paying for a plan? I don’t want to pay for a plan without using my existing domain name, so not sure how to proceed on this?

If your domain is registered elsewhere, then all you need to do is map the domain to your WP site. This guide would show you how:

If you want to map your existing domain name to a WordPress.com site, you DO need to at least upgrade to a Personal plan. These links show the pricing and paid plans details:
