Switching from wix to WordPress

    Greetings,
    I was using wix to create my website . Unfortunately Wix didn’t helped my to do my design . I need to do a parallax website with double menu with a video background .The 1st menu is for navigation . The 2nd menu is for the product search . The product should be on another page .
    My clients should be able to send me quotes about the products i Don’t want to sell products .
    Is it possible to do it with WordPress premium package ? Im not familiar with css and HTML language and im afraid to pay 300$ and wouldn’t be able to do the website alone . Thanks for your cooperation .
