Switching to WP

I am thinking of switching from a static a site to a hosted by wordpress.com one. I would need to put a “Call Us” button similar to the one in the top right corner of furnaceservicetorontoDOTcom.
Is it allowed by wordpress.com?

Basically this is a jpeg with a link attached. Can I put it above the nav bar as in furnaceservicetorontoDOTcom?

If you purchase the annually renewable $99 per year premium bundle of upgrades that includes the custom design upgrade so you can undertake CSS editing, then you can have the same positioning you indicate above.
Without the upgrade you can create a custom menu and include a custom link in it.

Is there a 101 manual on CSS editing of wordpress.com sites?
I understand that it requires the premium bundle. I would definitely get it since I need to use my own domain. Also I wouldn’t need other people advertising on my site. :)
