Switching Web-host Providers After Refunding Domain Registration on WordPress

I registered a domain name through WordPress but then decided I’d rather register a domain and simultaneously host my new web site through Bluehost. So immediately after I realized my mistake, I cancelled and refunded my domain through WordPress. I didn’t realize I could transfer because I’m new to the process. Will I be able to recover my domain name or do I have to wait an allotted amount of time? I’m asking because when I try to use the site on Bluehost that I had previously registered on WordPress (but cancelled), it says the domain name is in use already.
Any help would be very much appreciated. Please and thanks.

Your domain is not yet owned by anyone else. However, because you registered and canceled it so quickly, it was flagged as suspect by our domain registrar. In cases like this, some people are abusing the system, and so the domain was being held for a grace period.
I did adjust your name servers so they are no longer listed with the spam/abuse settings. It could take several hours for these changes to be visible online.
It can take up to several weeks for our domain registrar to release the domain, and we can’t guarantee that your domain will be available to you again. You should check in regularly at https://www.bluehost.com/web-hosting/signup to see when your domain is purchasable.

Actually, is there a way to be notified of when my domain is purchasable or released from WordPress’s registrar?
Or do I just wait a couple of weeks and then go for it?

Yup! You could try a site such as this one:

When I used the domainhole website, I was given this information… should I be concerned that it says that the name server is suspended for spam/abuse? And also does the expiration date matter at all?

I did some research for you and you have two options:
1. If you want to register your domain with Bluehost to keep your domain and website all in the same place, you do have to simply wait until the current registrar releases the domain. This option is all a matter of patience.
2. If you want, I can see if the registrar will allow you to get rid of those SUSPENDED-FOR.SPAM-AND-ABUSE.COM name servers, and reclaim the domain here at WordPress.com. The downside is that you’d have to keep your domain hosted here and map it to your Bluehost site. (This isn’t too difficult, and we can help.) 60-days after registration, you can transfer your domain over to Bluehost, if you’d like. But, before that time, there is a transfer-lock placed on newly registered domains.
Let me know how you’d like to proceed! If you want me to attempt to reclaim it, I can send you a manual payment form for $18.

And if I went with Option 2, do you mean I’d have to pay the $18 for WordPress domain registration straight up and then after 60 days, I would be able to transfer my website to Bluehost, domain included? Why do I have to wait 60 days? How long is the transfer lock – is that the 60 days?
Or instead are you suggesting I have to have my domain registered at WordPress and then web host through Bluehost? Because if that’s true, then I could have just done that before refunding the domain registration through WordPress. Just trying to make sure I understand.
By the way, I don’t know if there’s a warning in place for this sort of thing, but it would have been nice knowing I shouldn’t have refunded my payment for domain registration so quickly. Might have just been me not reading the fine print, but it’s just a observance.

No, your domain should be released before then. August 4, 2015 would have been the release date had you kept your registration “live.”

Your domain can be transferred after 60 days, yes. You can transfer the content of your website over to Bluehost whenever you wish. There is no time limitation or rule connected to the site itself, only the custom domain.
Why do I have to wait 60 days? How long is the transfer lock – is that the 60 days?
The 60-day transfer lock is not a WordPress.com rule, it’s an ICANN (Internet Corporation for Assigned Names and Numbers) regulation. They govern most of the rules for domain registration. If you’d like some dry reading on the subject:

That’s exactly right. You didn’t need to run that refund/cancellation.
You should have been given some sort of warning before canceling. And then an email to confirm the cancelation. If you didn’t, please let me know.

Alrighty then, I’ve decided I’m just going to wait it out and just plan ahead as to what plug-ins I’ll be using once I have my web hosting available to me with my preferred domain name. Thanks for all the help – couldn’t have figured all this out without ya!
