syntax error, locked out of admin and website does not show up

I was editing some of the code in a wordpress theme and when I updated it, it says:
Parse error: syntax error, unexpected ‘<‘ in /home/content/p3pnexwpnas01_data03/21/2953921/html/wp-content/themes/flat-responsive/inc/custom-header.php on line 35
I went back and deleted the change that I had made but it was still saying error. Even when I tried to delete all the code it was coming up with this error. I am locked out of wordpress, the website doesn’t show up and I do not have access to the hosting, ftp or cpanel.
