Hi there,
Installing any plugins on WordPress.com requires our Business Plan, so it’s definitely possible, but you’ll need to upgrade to use such a plugin.
If you prefer not to upgrade, you can instead make a table of contents manually.
First, you’ll need to create page jump anchors on your post/page – those are the sections in the post you’ll link to from the table of contents. To add those, add heading blocks for each section. In the Advanced section of the block settings, you can then add a HTML anchor to the heading. This can be anything as long as it’s completely unique, and it can only contain lowercase letters and hyphens, no spaces. Best is to use a shortened version of the heading itself.
For example, if your first heading is “Section 1”, the anchor can be
section-1https://wordpress.com/support/wordpress-editor/blocks/heading-block/#advanced
Next, add a list block at the top of the post and add your section headings there as list item. Highlight each list item in turn, click the link icon in the block toolbar, and enter # followed by the appropriate anchor in the URL.
For example, for our “Section 1” heading above, the URL you’ll add in the menu will be
