I currently have a free blog, but want to change to a Premium website using our domain with either Blue Host or Gator Host. On the various Word Press themes do sub-tabs of a main tab only appear when hovering on the main tab? And, can I add as many tabs as I need? Thanks.

Tab setup does depend on your theme, but most themes do allow tabs, including the one you’re using right now.
I’m sure there is some wild upper limit to the number of tabs you can add, but by then the menu would be unwieldy, especially on a mobile device.
Just noting, too, you don’t have to move to another host to have your own domain:
