  Is there a way of creating a Tabbed Widget in WordPress.com, would I have to upgrade?

  There are a couple of WordPress.com themes that already have a tabbed widget, Albeo is one that comes to mind.

  What upgrade did you have in mind? I’m not even sure the CSS upgrade would allow you to roll your own.

  And thinking about it again, depending on what you want to display in the tabs, it might be possible to come up with something using the new Custom Menu widget. http://en.support.wordpress.com/widgets/custom-menu-widget/
