  Currently there is no method as that would require a plug in and/or editing of the theme.

  Incase you are still wondering, a Tag Board is like a Shoutbox in the main page. http://saybox.co.uk is one of the best in it.

  And if you really want stuff involving JS, get your blog hosted. There are great cheap hosts and decent free hosts available.

  Currently, I understand that the sidebars do not allow javascript and codes, am just wondering how can i include a tag board ?

  You can’t include a tagboard because you can’t customize the sidebar (except for the widgets)
