Tag Excess

  Hello all
  I read recently that Google penalizes sites that have a “tag excess.” The tag should not be more than 20% of posts published. For example if I have 20 articles on my blog I should not have more than 4 tags in total. I was wondering if the “excess tags” also applied to the blogs on wordpress.com
