Tag Priorities

I am confused, because in reading the information on WordPress, one suggestion was to use several tags to gain a wider reach, but now that I have, it appears that I am being told the opposite. Anyway, my real question then, is how do you prioritize the tags my post goes under? I have tagged my posts in the order I considered priority, but they actually were omitted from those very ones and placed in others that were a lower priority for me. I would be greatly appreciative if you could provide me with targeted information to help me successfully navigate this process. Thank you!
