Tagging other users in posts

    I am trying to dedicate a post to another user. ‘This post is dedicated to (username)’ is what I’m trying to say at the beginning of my post. Is there a way to tag that user so, like on twitter when you use the @ symbol, they are notified when I post it? I can only find guidance for tagging other users in comments, but it’s not helping me with this.
