Maybe this one can help (?). I try export my post from eljunoksh.wordpress.com and it save as eljunokasih.wordpress.2017-06-11.xml — different URL; eljunoksh and eljunokasih.
I open the export file via browser and see this one:
<title>Eljuno Kasih</title>
<link>https://eljunoksh.wordpress.com</link>
<description>See, Hear, Write, and Share</description>Hope this can help. I can provide more info. :)

@eljunoksh I think the issue must be with the original import file. I’ll email to get it.
-
-
Is it possible this is happen because I changed the URL or this issue is from older URL?
-
Hi @eljunoksh, sorry I was away for a few days. Let me know where you’re at in these tests. I had tried renaming my test site – no problem.
We had you try doing a full export, and I think you were going to try an import with that but it’s still not working. We may need to try emptying the site prior to import. Mind if we do that?

Hi, I think I can try that option — emptying the site. I already full export the content. :)
-
-
The danger is that emptying the site deletes media too. I’m headed out, but will see if I can try some things with this tomorrow. Cheers :)
-
So, media is not exported to the export file? Hm. How about if I export the media too? Will it exported?
-
It isn’t in the export file, but the media is automatically pulled in when you import — or should be. I didn’t get a chance to test much with your original export today, but I will be working on this.
-
Ah I see. Well since it’s not have many media and I still have the files in my computer, I can try to emptying my site. Hope this one can fix it. :)
-
I’m currently emptying one of my test sites, then I’ll import your file (the one in the email). Then I’ll export your current site and import that over the import to see what happens. If everything looks right and the media all comes through, I’ll export _that_, empty your site, then import. End goal: get all of your current posts and media working, and hopefully fix the tagline ;)
-
For what it’s worth, I’m noticing the import / export doesn’t seem to change this setting, so I’m not sure this will work. But it’ll be good to be sure everything imported properly at least, so we can definitely eliminate this as an issue.
I’ve run into a hiccup so I’ve emailed about that.

AH! I see the problem.
You have “static front page” selected, but no page chosen. Meanwhile, you have /blog set up as your blog page.
Do you want to show a static front page and put the posts on /blog?
You could also show the posts on the front page but I think /blog would stop working as a posts page — do you give that out as a link?
-
I’m not set any page as front page because I don’t want to show a static front page (at least at this moment). I just want to show all my blog posts in /blog.
Now I add page and set it as front page. And after set the front page, my tagline is appear.
So, that’s the problem — not set page as front page? I think problem solved now. :)
Thank you for looking my problem and jump in to help. Really really apreciate the effort. :)

Will change it to show _My latest post_ and will remove _blog page_ and _front page_ since it’s not working as I thought.
And thank you again for your help @supernovia. :)
