  Hi there,

  If you wish to create tags for your posts, just follow the instructions on this page –
  https://en.support.wordpress.com/posts/tags/

  In short –
  While writing a new post, click on the Categories and tags area on the left side and just type in the tag you wish to create.

  apparently one can choose where on the blog the tag sits ie. after the heading or at the end, how do i choose ?

  The position of the tag depends on the theme :)
