Is there a way to not show tags under my posts? I unchecked the Tags box under Enhanced Feeds under Reading but they still show up
The blog I need help with is: (visible only to logged in users)

The setting you refer to has no application to Tag display on Posts. It applies only to the RSS Feed and nothing else. Categories and Tags are not required for SEO purposes. They are for your visitors convenience.
If you use either the iNove theme or the Monochrome theme there are theme options for suppressing Category and Tag display. Otherwise on any other theme you have to purchase an annually renewable custom design upgrade and do the required CSS editing to hide them from visitors.

This is the HUE category and Tag block you assigned to a single post:
Posted in Law and Ethics in Wars for Peace?, Politics, Society, World / Tagged Chapter VII of the United Nations Charter, Combat, Law, Laws and Ethics in War For Peace?, Politics, Security Council, Society, United Nations, United Nations Charter, United Nations Security Council, War, World
All reasons for non-appearance of posts on Topics pages can be found here > http://en.support.wordpress.com/topics/#missing-posts
As you have assigned a combined total that exceeds 15 Categories/Tags to your posts, you need to edit and delete. http://en.support.wordpress.com/posts/edit-posts-screen/ After removal of the excess categories and/or tags note it may take several days for your posts to begin displaying there.
You are inadvertently spamming AKA tag spamming. You ought to be more concerned about Google and Bing than the WordPress.com Topics pages because it’s search engines that send a significant flow of traffic to blogs and they can choose to bury your content where the sun don’t shine for tag spamming.
The rule of thumb is to assign the least combined number of relevant categories and tags that accurately describe the post content. Wherever possible one word is preferable to two words.

So does this mean that for my ENTIRE Blog I can only have a maximum of 15 categories and 0 tags or a maximum of 15 categories/tags per POST
-
No it means exactly what it says. You can have a maximum combined number of 15 categories and tags on any single post.
-
Add up to 15 relevant tags and categories (total) to your posts before you hit publish, and your content will appear on those topic pages.
