Is there a way we can make tags non-global?
Currently when I click on a tag on my blog, I get linked to all the posts on wordpress with that tag. I would like it to link only to all the posts on my blog with that tag. Is there a way I can do this?
Secondly, is there a setting I can edit to make all the links on my blog open in a new window?

Is there a way we can make tags non-global?
If you choose to have a private blog or if your blog is marked mature the tags will be non-global. In those cases your posts don’t get any traffic from the wordpress.com global tag pages. http://en.support.wordpress.com/global-tags/

is there a setting I can edit to make all the links on my blog open in a new window?
No you cannot retroactively change the links in one bulk maneuver. If you wish you can edit your posts and pages one at a time and change them. Also note that you cannot set your blog up so all links automatically open in a new window.
We make this decision every time we create a link. http://en.support.wordpress.com/links/
